BUILDING PERMITS: Required for the construction, alteration, removal, replacement, improvement, demolition, or change in the nature or occupancy classification of any building, structure, swimming pool or Hot tub/Spa. Permits are not required for ordinary repairs that are not structural in nature or do not involve alteration of structural, fire protection, or exit features. The Code Enforcement Office staff is available to discuss any planned projects and review what permits/approvals may be required. The following is a list of common projects for which a building permit is required:

SWIMMING POOLS- HOT TUBS- SPAS- STOREABLE POOLS SWIMMING POOL- Any Structure, basin, chamber or tank which is intended for swimming, diving, recreational bathing or wading and which contains, is designated to contain, or is capable of containing water more than 24 inches deep at any point. This includes in-ground, aboveground and on-ground pools; hot tubs; spas and wading pools. Under Workers’ compensation law (WCL) Section 57, businesses requesting permits, licenses or seeking to enter into contracts must provide ONE of the following forms to the entity issuing the permit or entering into a contract.

It is the responsibility of the owner, applicant, or their agent (contractor, etc) to schedule the REQUIRED inspections with the Code Enforcement Office at least 24 hours in advance. FIRE/LIFE SAFETY INSPECTIONS All commercial and multiple residential buildings require periodic fire/life safety inspections for compliance with the Code of the Town of Camillus and the Uniform Code of New York.
- Assembly Occupancies, Day Cares, and Private Schools require inspection annually.
- Other Commercial and Multi-Family Buildings require inspection every 36 months.
- Rental units defined in the Rental Registry Law require inspection every 24 months.
- Occupied dwelling units may be inspected at the invitation of the occupant or where conditions on the premises threaten or present a hazard to public health, safety, or welfare.
CHANGE OF TENANT IN EXISTING COMMERCIAL BUILDING A tenant change in an existing building requires the owner, property manager or prospective tenant to contact the Code Enforcement Office to determine what may be required with regard to a building permit. At a minimum, a Fire Safety and Property Maintenance inspection is required before a Certificate of Compliance or Certificate of Occupancy can be issued. If there is a Change in Occupancy Type, a Permit is required. New Tenant Signage will require a Sign Permit.
WORK IN A FLOOD PLAIN If your property or work area is within the Significant Flood Hazard Area (SFHA or Zone A (AE)), a Flood plain Development Permit must be applied for, along with your Building Permit for work that is within the floodplain. A Floodplain permit MUST be obtained prior to grading, filling, tree removal, building, placement of sheds, playgrounds, pools, decks, fences, septic, and other utility work within the SFHA.
SITE DEVELOPMENT PERMIT, STORMWATER PERMIT AND REGULATED CONSTRUCTION ACTIVITIES Construction activity including clearing, grading excavating, soil disturbance or placement of fill that results in land disturbance of equal to or greater than 5,000 square feet or the alteration of slopes steeper than 25% or altering an existing grade by more than 5% or working within 10 feet of a property line requires a Site Development Permit, including a plan for erosion and sediment control. The information contained herein is sourced mainly from Onondaga County and the New York State Department of Health and Labor.
Mold growth occurs when excessive moisture accumulates in buildings or on building materials (insulation, carpet, ventilations systems, interior and exterior surfaces etc.). Mold growth is found everywhere: indoors and outdoors. Controlling moisture and proper cleaning are the most important strategies for reducing indoor mold growth. Mold remediation becomes an immediate concern when there is a leak from plumbing or from a roof. These causes of water in the building are required to be eliminated. It is impossible to “mold proof” your house. However, you can manage mold growth by controlling indoor humidity levels and proper cleaning. To prevent mold from coming back in the future you must remedy the underlying source of the moisture. Mold issues can often be remedied by the building occupant reducing moisture and cleaning.
MOLD AND RENTAL DWELLING UNITS
There is currently no federal law covering a landlord’s responsibilities when it comes to mold. Also, New York State and the Town of Camillus do not have any laws that specifically address a landlord’s duties or liability when it comes to mold prevention and remediation or mold disclosure. OPEN BURNING AND RECREATIONAL FIRES OPEN BURNING is NOT PERMITTED within the Town of Camillus, per NYS DEC regulations.

TREES The Town of Camillus does not regulate trees on private property unless there is a threat to the public right of way. If you feel that there are unsafe trees on your property or a neighboring property, you may want to consult an arborist, your homeowners' insurance company, and possibly an attorney to understand your rights in case of damage from fallen trees or limbs.
